HIERARCHY OF NEEDS

WHY I'M RUNNING

In a community of 24,000 residents, it’s crucial that our Township Commissioners reflect the diverse voices of our entire township.  We shouldn’t have all five commissioners from a single precinct or neighborhood.  My focus is on strengthening public safety, investing in our infrastructure, preserving and improving our parks in a fiscally responsible manner.

Public Safety

Government’s primary purpose, at all levels, is to ensure public safety.  If citizens don’t feel safe in their community little else matters.  I will continue to strongly support our police and fire departments assuring they have the resources necessary for an effective response and proactive crime prevention.  I’m committed to working with first responders to maintain a safe community for the families and businesses of Upper Allen Township.

I will continue my focus on maintaining and improving Upper Allen Township’s essential infrastructure – roads, township bridges, sanitary sewer and stormwater systems – ensuring they are safe, reliable, and affordable.  I’ll prioritize responsible infrastructure investment to address township needs and enhance our community’s quality of life.

Parks & Recreation

I am dedicated to preserving and enhancing Upper Allen Township’s parks and recreational spaces for all residents regardless of age, sex or ability.  We have made great strides over the last 10 years, but our task is far from done.  We must offer more recreational opportunities to older residents and persons with a disability.  I believe these spaces are vital for community health, engagement and overall quality of life in Upper Allen Township.

WHO I AM

As a dedicated resident of Upper Allen, Jim Cochran offers a wealth of leadership experience and a deep-seated commitment to the local community. Having been born and raised in Pennsylvania, Jim's life story is a testament to the values of hard work and perseverance. He diligently pursued his education, funding his studies at HACC and subsequently earning a Bachelor of Science in Management from Shippensburg State College in 1974. His professional journey spanned an impressive 36 years at York Hospital and WellSpan Health, where he steadily

advanced to the role of Vice President and Chief Operating Officer of WellSpan Population Health Management, overseeing a substantial organization and budget. Beyond his professional achievements, Jim is a devoted family man, happily married to his wife, Karen, for nearly 51 years. Together, they have built a loving family with two children and seven grandchildren. Jim's long-standing ties to the region and his extensive professional background uniquely position him to be a strong and effective advocate for the Upper Allen community.
